Issuing a certificate of competence to handle and/or deal in explosive substances commercially
Supervisors, in particular managers of a manufacturing department, persons authorized to use explosives, plant foremen, supervisory personnel skilled in the disposal of explosives and warehouse keepers as well as persons who have been appointed to stay with the explosive substances, to hand them over to others or to receive the substances may perform their job as responsible persons if they possess an official certificate of competence to handle and/or deal with explosive substances in accordance with the Explosives Act.
Holders of a certificate of competence to handle and/or deal in explosive substances can only be natural persons.
Basically you, as an applicant, will receive a license to handle and/or deal with explosive substances according to the Explosives Act if you are
- competent and
- personally suitable,
- over 21 years of age and
- German or a member of the EU.
The certificate of competence to handle and/or deal in explosive substances in accordance with the Explosives Act is only issued upon application.
For the application you have to fill in the form "Application to issue a certificate of competence in acc. with § 20 of the Explosives Act" and also if applic. the form "Supplement A" and submit it personally to the responsible authority.
Note: The required proof of competence has to be attached.

- To check the reliability of persons from another EU Member State, the applicant should be requested to present a written confirmation with a certified translation from the relevant legal or administrative authority of his/her native country or country of origin for specific facts which are significant to assess the reliability (e.g. criminal records). The written confirmation may not date back to more than three months. Only the facts, which are confirmed by the relevant authorities of the native country or country of origin, can be regarded as proven.
