License for taxis

Taxis are allowed to be held ready for passenger transportation at the taxi stands provided for them, be requested for by passengers on the street and of course also at the premises of the businessman.

New applicants will receive a licence that is valid for no longer than two years. Subsequent licences will be valid for no more than five years.

For holders of a taxi license there are three obligations which are different to rental cars. These are the duty to operate, the duty to transport passengers and the compulsory tariff regulations. This means:

  • The owner of a taxi company has to maintain the operation of his business, if necessary also during the night.
  • Journeys (even short ones) many only be refused, if one cannot expect the driver to transport the passenger (e.g. in the case of very drunk persons).
  • The price for a journey within the compulsory routes applying to him (normally the urban district or the rural district of the premises) depends on the locally regulated fares.

Taxis have to be equipped with a sign on the roof, the serial number issued by the licensing authority should be shown in the rear window. The legal stipulated colour for taxis (light ivory) can be replaced by any other colour due to the generally applicable exemption certifications of the regional councils. This deviation has to be informed to the relevant licensing authority, so that it can note this in the licensing document. In the inside of the car, the address of the business has to be fixed in a place that is clearly visible The fare to be paid for the journey has to be shown visibly for the passenger on the taximeter. The number of the available licenses depends on local circumstances.



  • To assess the reliability of the businessman or the person appointed to manage the business, one can obtain information from the Federal Central Criminal Register, the Central Trade Register and also the Central Traffic Register. Likewise information on tax payments or social insurance contributions in arrears is significant.
  • The businessman or the person appointed to manage the business has to be professionally suitable.
  • The business must be on a sound footing. It may not for example be in arrears on tax payments or social security contributions, and its vehicle upkeep must be impeccable.
  • The business must be financially sound.
  • The company’s business locations must be entered in the commercial and company registers and situated in Germany.


Application forms can be obtained at specialised publishers and the Public Transport Association of North Baden, South Baden and Württemberg. Depending on what is offered by the licensing authority, the form is also available as a download.

After making the application with the complete documents, amongst others, the municipalities, the Chambers of Commerce and Industry, the relevant Trade Union and the Association for Passenger Transportation are given opportunity to comment by the licensing authority. After the deadline for the comment has expired, a decision can then be made on the application.

Tip: Experience shows that in particular obtaining the Certificate of Good Conduct and Excerpts from the Central Trade Register take the longest. Therefore you should apply for these documents first of all at your municipality of residence in order to present them to the license authority. The Excerpt from the Central Traffic Register can be obtained free-of-charge from the Federal Bureau of Motor Vehicles and Drivers in Flensburg. The remaining documents can be handed in subsequently after submitting the application form, however in your own interest they should be presented together with the application.

Required documents

  • excerpt from the Federal Central Criminal Register (Certificate of Good Conduct)
  • information from the Central Trade Register
  • excerpt from the Central Traffic Register
  • excerpt from the Trade Register or Public Register of Cooperatives (certified copies)
  • copy of the articles of association and the list of shareholders
  • proof of the authority to represent the company in the case of legal entities
  • document of compliance from the tax authorities
  • document of compliance from the relevant municipality
  • document of compliance from the social insurance institution
    You need the document from health insurance funds in which your employees are insured or you have insured your employees and also if applicable for yourself if you are or were voluntarily/privately insured.
  • document of compliance from the Employer’s Liability Insurance Association for the Vehicle Operating Trade (Berufsgenossenschaft für Fahrzeughaltungen)
  • proof of professional suitability
  • statement of equity capital and if applicable additional statements
  • if another person is appointed to manage the business, then the following has to be presented for him:
    • certificate of good conduct
    • information from the Central Trade Register
    • excerpt from the Central Traffic Register
    • proof of professional suitability
    • proof of employment

Note: The competent authority may request additional documents. 

Processing time

Under normal circumstances, the competent authority will make a decision concerning your application within three months. This period may be extended by another three months at most. This is conditional on the competent authority sending a written interim notice in due time (within the first three months).


Due to the generally applicable exemptions issued by the Regional Councils (Regierungspräsidien), advertising on all body parts is permissible. Further information can be found in the general permission issued by the Regional Council in Stuttgart permitting advertising on taxis and rental cars (Allgemeinverfügung des Regierungspräsidiums Stuttgart über die Zulassung von Werbung an Taxen und Mietwagen). Please note that there are identical regulations from all Regional Councils.
